Post Information:

To provide leadership and direction to Information Systems projects within the formal project management policies, ensuring that deliverables are achieved to timescale, within budget and to the defined quality standards.

To define functional objectives in line with the overall departmental objectives; plan resources to meet objectives; allocate tasks and measure performance against those objectives.

Ensure the software team structure reflects the most appropriate organisation for all stages of the project.

To analyse and design business data requirements and produce system documentation to relevant standards.

To design, create and document logical and physical databases.

To forecast, administer and control assigned budgetary expenditure and administer assigned assets.

To undertake staff management duties including recruitment, definition of training requirements, assignment of objectives, assessment of performance and provision of advice and guidance.

To prepare estimates for project software development activities.

To manage the software development section of the project plan.

To conduct continuous assessment of project progress, updating the project plan where necessary.

Provide regular progress reports, identifying any areas where development activities are likely to cause project milestones to be missed.

To plan, design, implement and test disaster recovery procedures in line with business service level requirements.

To develop and maintain policies and procedures in respect of all functions appropriate to the role.

Ensure the ongoing improvement of business and development processes.

To define and maintain quality assurance requirements for Information Systems projects.

To evaluate and select products and tools appropriate to the function.

Ensure that the appropriate levels of development facilities are available and set up to meet project requirements.

To coordinate system build, integration and deployment activities.

To build and maintain business and technical systems product knowledge appropriate to the position.

To develop and maintain effective relationships with suppliers and contacts within appropriate industries.

To create & implement unit and integration test plans/scripts and to undertake testing & QA of subordinates code.

To manage problem identification, resolution and release to build.

To identify and manage project risks and opportunities.

To conduct regular project meetings and coordinate identified actions.

To plan and manage sub-contractor activities where necessary.

Experience:

You will be expected to demonstrate a combination of skills and depending upon the primary focus on the project, you will draw from the following:-

Minimum 18 months Business Systems Consultant or equivalent experience.

Communication skills.

5 years software engineering experience and Senior Software Engineering experience.

Experience of project management methods and techniques

Requirements Engineering Techniques.

Analysis and Design experience (with UML preferred).

Experience of J2EE architecture.

Exposure to Quality monitoring and Reviews.

Qualifications:

Min 5 GCSE or equivalent, including Mathematics and English Language

HND (or above) in computer related course (or 6 years related experience)

Other Information:

Specialist training required:

System dependant - may require operating system, and specialist application training
